Pursuant to Section 63 of the Decree-Law 15/2012 on the Regulation of Telecommunications Sector, the ANC shall prescribe spectrum fees to reflect the economic value of the radio-frequency spectrum; and to ensure the efficient use of radio-frequency spectrum resources, including the rationing of the use of radio-frequency spectrum in frequency bands, in particular the frequency bands for which the Authority expects demand to exceed supply.
The aim of this consultation is to ensure that those with an interest in these areas have an opportunity to comment on this draft regulatory measure. This consultation paper presents draft proposals for public consideration. Your feedback on the draft proposals and questions put forward in this document will assist the relevant Government agencies in their consideration of an appropriate spectrum pricing determination.
The consultation begins on 15 January 2020 and ends on 28 February 2020. Please ensure your response reaches us by that date. Please state whether you are responding as an individual or representing the views of an organisation. If responding on behalf of an organisation, please make clear who the organisation represents and, where applicable, how the views of members were assembled.
Due to the length of the draft regulation and the resources and capacity of those likely to respond, we consider a six-week consultation period appropriate in these circumstances.
